Salt Was the Only Way to Keep Food Before Refrigeration, Which Made It Worth Building Roads, Towns and Taxes Around

There is a particular kind of historical blindness that comes from something becoming cheap.

Salt now costs almost nothing, is available everywhere, and is thought about mainly as a seasoning. Nothing about its present status suggests that it was once among the most consequential substances in any economy.

The reason is straightforward and easy to forget. Before mechanical refrigeration, salt was the principal way of preventing food from spoiling — which means it was the difference between a surplus that could be stored and a surplus that rotted.

That single function made it a strategic material, and the consequences run through settlement patterns, trade, government finance and language.

Why It Preserves

The mechanism is worth understanding because it explains why nothing else did the job as well.

Bacteria and moulds require water to function, and specifically water that is available to them rather than merely present.

Salt dissolves into the moisture in food and draws water out of the surrounding tissue by osmosis, while binding much of what remains. The result is that water is present and unavailable, which stops microbial growth without removing the food’s substance.

It also draws moisture out of the microbes themselves, which kills or disables a substantial proportion of them directly.

That combination — reducing available water and attacking the organisms — is why salting works on meat, fish, vegetables and dairy alike, and why the technique appears independently in essentially every food tradition.

Drying achieves something similar and requires the right climate. Smoking helps and is generally combined with salting rather than replacing it. Salt works anywhere, keeps indefinitely and can be transported.

Where It Came From

Sources determined geography, and the two principal ones behave completely differently.

Seawater evaporation requires a coastline, a suitable climate with reliable sun and wind, and flat ground that can be flooded and drained in sequence. Regions with those conditions produced salt in quantity and exported it; regions without them imported it.

Rock salt is mined, and occurs where ancient seas evaporated and were buried. Those deposits are unevenly distributed, extremely large where they exist, and produce salt continuously regardless of weather.

Both are geographically fixed, which is the important point. Salt cannot be produced wherever it is needed. It comes from particular places and must travel from them, and that requirement generated everything else.

There is a third source that mattered enormously in some regions — inland brine springs, where naturally salty water reaches the surface and can be boiled down. Those produced settlements in places that would otherwise have had no reason to exist.

The Routes and the Towns

Because the sources were fixed and the demand was universal, salt generated some of the earliest long-distance trade.

Routes developed connecting production sites to consumption regions, and those routes are recorded in place names across a great many countries — names containing elements meaning salt, or referring to the trade, attached to roads, towns, rivers and passes.

Settlements grew at the production sites, at the points where routes crossed rivers, and at the places where the trade was controlled or taxed.

Several substantial towns exist because of salt and for no other reason, and a number of them retain the evidence — in their names, in surviving industrial structures, and in a street layout organised around a trade that ended long ago.

The routes also carried other things, which is the usual pattern. A route that exists for one commodity becomes available for everything else, and salt roads became general trade roads.

There is a further reason salt mattered that is easy to miss. Livestock require it, and animals kept away from natural sources must be supplied, which meant a farming household needed salt for its animals as well as for its own food.

That doubled the demand and made it a agricultural input rather than only a domestic one, which is part of why the trade was so large relative to the quantity any individual consumed.

Why Governments Loved It

The fiscal history is the part that shaped politics, and the logic is uncomfortable and clear.

Salt has the properties a government looks for in a taxable commodity. Everybody needs it, there is no substitute, it cannot be produced at home in most places, and it comes from a small number of identifiable locations that can be controlled.

That makes it almost perfectly taxable. Demand does not fall much when the price rises, because the alternative is not preserving food, and production can be monitored at source.

Salt taxes and monopolies were consequently imposed in many places across many periods, and they were reliable revenue.

They were also regressive in effect, because consumption does not scale with wealth — a poor household needs roughly the same quantity as a rich one, so a tax on salt takes a larger proportion of a small income.

That combination produced resentment, smuggling and periodic unrest in several countries, and salt taxation appears repeatedly in the history of popular grievance. The details differ enormously by place and period, and the pattern is consistent.

There is a point about quality worth making. Salt from different sources differs in what accompanies it – other minerals, traces of the water it came from, the size and shape of the crystals – and those differences were recognised commercially long before anybody could analyse them.

Particular sources acquired reputations, commanded higher prices and were traded over longer distances than their bulk value alone would justify.

The Words It Left Behind

The linguistic residue is the most accessible evidence and is frequently overstated, so it is worth being careful.

Several languages contain words derived from salt in contexts that have nothing to do with food — words for wages, for particular kinds of merchant, for routes and for legal arrangements.

The commonly repeated claim that soldiers were paid in salt is not well supported. The etymological connection between the word for salary and the word for salt is real; the specific story about payment in salt appears to be a later embellishment, and the more likely explanation involves an allowance for purchasing it.

Similarly, phrases about being worth one’s salt and about salt of the earth reflect its value in the periods when they were coined rather than any specific practice.

The careful position is that the vocabulary demonstrates salt’s importance without demonstrating any particular anecdote about it, and the anecdotes are the parts that circulate.

The Places It Built

The physical evidence is worth describing, because a great deal of it is still standing and is not recognised for what it is.

Where salt was produced by boiling brine, the operation required enormous quantities of fuel, which meant production sites were located by the availability of wood or coal as much as by the brine itself. Whole landscapes were altered by the demand for fuel to boil water.

Where it was produced by solar evaporation, the infrastructure is a system of shallow basins, channels and sluices arranged so that water passes through a sequence of ponds, becoming progressively more concentrated. Those systems required substantial engineering, careful maintenance and detailed knowledge of when to move water between stages.

Where it was mined, the workings are among the largest underground spaces created before industrial machinery, and several are extensive enough that the excavated chambers became substantial structures in their own right.

Storage was a further problem, because salt absorbs moisture from the air and cakes, so warehouses had to be built to keep it dry — which produced a distinctive category of building at ports and along routes.

And the trade generated its own institutions. Weighing, measuring, testing purity and collecting duty all required officials, buildings and procedures, and the administrative apparatus around a single commodity was substantial.

All of that infrastructure survives in places, and it is generally interpreted as industrial heritage rather than as the remains of a strategic supply chain — which is what it was.

What Ended It

The decline was rapid once it began, and it came from several directions at once.

Industrial production methods made salt vastly cheaper, turning a controlled commodity into a bulk chemical.

Transport improvements removed the geographical constraint, because moving heavy low-value goods over distance became affordable.

And mechanical refrigeration removed the principal reason for demand. Once food could be kept cold, salting became one preservation method among several rather than the only one available.

The result is that a substance central to trade, politics and diet for millennia became, within a few generations, something nobody thinks about.

Which is worth registering when reading about the past. The materials that shaped history are not necessarily the ones that seem important now, and a commodity that determined where towns were built and how governments raised money is currently sitting in a cardboard tube in every kitchen, costing less than almost anything else on the shelf.
